A webmaster is someone who manages a website. Webmaster responsiblities might include any of the following:

~Creating, uploading, and maintaining web pages ~Promoting the website on Search Engines (AKA Search Engine Optimization
~Monitoring Web Site Traffic
The Americans with Disabilities Act (ADA) requires that all governmental Web sites be accessible by everyone regardless of physical and/or mental handicaps. Although these regulations do not apply to non-governmental web sites, it's good practice and good design to follow the guideline.
One way to make a web site more accessible is to use color combinations for backgrounds and text with contrasting colors. White or very light backgrounds with dark, dark blue or dark green are easiest to read.
